Does an airline have to pay a service charge for having a 'black box' which is compulsary?

No. It is part of the installed equipment on the airplane. To have the data retrieved and interpreted may incur a service charge if the airline doesn't have the facilities onsite.

The FDR data is retrieved after an "event" that is triggered by a flight deck switch, or mechanical anomaly, such as after an engine shutdown.|||Isn't service charge and compulsory incongrant? What's your point?|||Having an one or more engines on an airline is required as well. Do you think they get those for free too?

Yes they have to pay for the piece of equipment. If it breaks they have to replace it,
