Does the Lg chocolate touch have a monthly service charge of $19.98?

I have teh enV 2 now and i was planning to upgrade ot the lg chocolate touch or the rogue. Does the lg touch have a service charge of $19.98? my current service for my phone is $9.99!?|||i have the exact same plan and got the phone two days ago and didnt have to buy any service or data plan also i would recomend the phone because i had the env and now have the chocolate and love it so much more|||nope i just went to verizon yesturday and asked about that.
