When in america do you have service charge on all bills?

like your hotel bills and restaurant bills etc, if so why do americans still demand to be tipped?|||They do this because they pay the waiter and waitress's crap wages and overcharge you supposedly to give to the workers I BET|||GREEDY|||greed
