No. It is part of the installed equipment on the airplane. To have the data retrieved and interpreted may incur a service charge if the airline doesn't have the facilities onsite.
The FDR data is retrieved after an "event" that is triggered by a flight deck switch, or mechanical anomaly, such as after an engine shutdown.|||Isn't service charge and compulsory incongrant?
