Does anyone know who helps with paying service charge if on income support?

I have always received help with paying service charge from income support but since the department has moved to Belfast from Edgware london no one there knows anything about it and deny that it is benefitable. Edgware insist that Belfast do deal with this but they deny it. Please could someone help!!!!!|||??? What kind of service charge - sorry do not understand the question..
